The Continental Army was first thought of when the First Continental Congress met. The idea was rejected. Then, when the Second Continental Congress met, they agreed it was needed to help fight the British because the local men in the cities couldn't fight of the British Army alone. The Continental Army was made up of any man in North America that wanted to join. They were paid, but the pay was not very much. George Washington was the Commanding Officer of the whole army the whole American Revolution. The army was released after the Treaty of Paris was signed in 1783.
